I have a virtual server with Sharepoint foundation 2010 and project server 2010 in a testing environment. I have deleted one of the PWA instance and it was provisioning and said that it was waiting for resources. I did a maintenance shutdown to increase the memory while the provisioning was in progress. Now after the server came up it still says provisioning and I cant delete that instance. I really want to delete that PWA site. Any help would be appreciated.

Have you tried if you can delete the instance by powershell? Go to http://technet.microsoft.com/en-us/library/ff607528.aspx to see how to achieve this. If you used a empty content_db you also have the ability to trow away the entire web application and start over.
