We have been attempting to install Team Foundation Server 2013 (Basic configuration) on a Windows 2012 R2 Domain controller.  It is not possible to create a Team Project Collection.  The following error is always reported:

您是否使用现有的SQL SERVER Express配置TFS而不让配置向导安装新的？如果是这样，你能否卸载旧的SQL Server Express并让向导为你安装一个新的。

Did you use your existing SQL SERVER Express to configure your TFS not letting the configuration wizard to install a new one? If so, could you please uninstall the old SQL Server Express and let the wizard to install a new one for you.

When you install and configure TFS 2013 Basic, if you don't have Sql Server installed for your TFS, the configuration wizard could help you install a SQL SERVER Express.

I don't suggest you to install it on Windows 10 PC, according to the TFS Requirements and compatibility document, TFS 2013 isn't compatible with Window 10 System. For the Basic version, it also doesn't have user limitations.
