Actually i have configured TFS 2015 in my organization and I have a problem:

Normally a project leader create a sprint and he create a backlog.  Inside a backlog he create a task and the task is assigned to the develeloper.

Yesterday we had tests with a developer and we identified that developer can create backlogs and tasks and assign this backlogs and tasks to another members of the team.  Also, we have identified that he can assign to his own leader.

so we need configure the following things:

1) The developer must to create just tasks in a backlog that should be assigned by his leader.

2) Developers cannot create backlogs.

2) Developers cannot create tasks in different backlogs.

3）开发人员不能将任务分配给他的团队的另一名成员，他也不能将任务分配给他的领导。

3) Developers cannot assign tasks another member of his team and he cannot assign task to his leader.

4) These permissions must to affect just selected sprints. in our case "incident sprints".

Basically it can not achieve your requirements, you can only apply a rule to a work item field to achieve part of your requirements, but that will affect all the project, that means other users will encounter permission problems.
