Hi,

I have tried to transcode file and I would like the output format  to be windows media and I would like to add DRM protection to the files

the issue is that I get the message that only IIS smooth streaming is supported for DRM

how is that ? I need local files with remote license protected by DRM , how can I do this using the expression encoder?

Expression Encoder only supports the newer PlayReady DRM

which as you say can be used on smooth streaming (VC-1 & H.264). Encoder doesn't support Windows Media DRM that you would get on WMV files, so unfortunately you'll need to use a different tool if you want to use Windows Media DRM.
