Every time a try to install .NET Framework 3.5, the following error appears:

The changes couldn't be completed. Please reboot your computer and try again.

In general, the error code means an HTTP 404 error and basically means that the file that the client was looking for is not present on the WSUS Server.

I recommend you disable your anti-virus software and install all available Windows update first. If you run Windows 8, 8.1 or 10, please refer to this article Install the .NET Framework 3.5 on Windows 10, Windows 8.1, and Windows 8;

If above suggestion doesn’t work, please have a try with the below steps to troubleshoot this issue:

1. Run Windows Update troubleshooter: press Windows Key + I to open the Settings app -> go to Updates & Security section -> Select Troubleshoot from the left pane -> In the right pane select Windows Update and click Run the troubleshooter button.
2. Reset Windows Update components: press Windows key + X -> select command prompt with administrator privilege -> press Enter after running each command manually:

         net stop wuauserv

         net stop cryptSvc

         net stop bits

         net stop msiserver

         renC:\Windows\SoftwareDistribution

         SoftwareDistribution.old

         ren C:\Windows\System32\catroot2 Catroot2.old

         net start wuauserv

         net start cryptSvc

         net start bits

         net start msiserver

3.run DISM commands from command prompt: Press Windows key + X and click command prompt(admin) -> press Enter after each command:

     Dism /Online /Cleanup-Image /CheckHealth
