I'm troubleshooting an issue with a datetime that is serialized and sent via a web service.  The datetime is being offset minus 2 months when serialized.  Further, the GMT offset is appearing as -23:28.  This issue just appeared without any changes to the web service application, which had been running fine for several months.  My question is what would possibly be used within Windows or .NET that would cause a 2 month offset and the odd GMT offset?  Is there something in the Registry or a config files that could have been modified?
