we are running SharePoint 2013 onpremises with search service application hosting 15 Million items.

We have two dedicated search servers running all search components on both servers with one as primary index and other as replica with only one index partition.

I'd first suggest you to take a look at the processes running in the SharePoint servers hosting the Search Service application components: use the Windows Resource Monitor and/or Performance Monitor for that purpose.
Splitting the index in two partitions will make it lighter and more easily manageable by the Search servers: it could also lead to some benefits in terms of servers' performance, since each server will have to manage a smaller portion of the index itself.
