We would like to have an image library which contains images which are linked to document files, most likely Word documents. These documents would be photography consent forms which would have been signed by people getting their photo taken. What is the best way to do this?

Hi, I think there is an easy workaround here to set up one image library and one document library. In the image library, you can use a hyperlink field to copy and paste the URL of the corresponding word doc. Or alternatively, if you think you will be using the same people many times, instead of a hyperlink field, you could use a lookup to the doc library with a field for the person's name. That will create a hyperlink reference to the document item.
