From April 15 2018 evening I cannot open or create asp.net web application of .net framework type. Asp.net Core web application gets created but cannot be run.  I get the following error for both type of applications:

Creation of the virtual directory http://localhost/ failed with the error: Unable to access the IIS metabase. You do not have sufficient privilege to access IIS web sites on your machine.

For your question, please try to run as admin first. If it could not solve your problem, please refer to the steps in the link below to access some folders and then click continue to permanently get access to these folders.

Have you do some update recently? If yes, try to uninstall and reinstall.
