I want to detect whether a blue email reply line (see picture below) is at the current selected line and do some action. Is this possible to detect it? I think observing the ParagaphFormat of the current selection could be work.

I believe you can use the Word object model to detect the blue lines. The WordEditor property of the Inspector class returns an instance of the Document class which represents the message body. See Chapter 17: Working with Item Bodies for more information.
