Web form control padding not does not render according to settings in the one form out of several.  This is a mulit-item form with 14 controls. (Client rendering is correct).  The vertical spacing between rows (except for one row that has the same setting) is 3 times or so what it is set at. Setting/resetting using the control padding tool or manually setting does not fix the problem.  Compact and Restore did not help.   Could this be a CSS issue?

I am trying to rerpoduce the issue however failed. I set the top padding to '0.0806"' and when I published it to the SharePoint it was 8px.
