How can I make a pivot control header background not opaque so that the image from a scroll viewer appears to slide under the text of each pivot item title? I can make it a solid color and I can drop the transparency (so it seems) but I can't see the image underneath.  The closest i found was making the entire title less than 100% opaque but that makes the text transparent too.

Here is what happens now. I want the image to appear under it, not on top.

your problem here is about z ordering, and not the background of the control.  controls with a higher z order, ie defined last in xaml will cover any controls defined before it in the same scope.
