Can I somehow configure our SharePoint List to send out an e-mail notification to a User/ Owner of the List element, in case the specific list element has NOT been changed for 4 weeks? 

Background: I want to ensure users to keep their elements in the list up to date

We can achieve it by workflow.

We can compare the modified time with the current time, if the time is equal to or lager than 4 weeks, then send email to the user.
