I have two simple questions before you as to why windows phone 7/7.5 mobiles can't be upgraded to windows phone 8.
Can I install windows phone 8 OS from scratch on a windows phone 7 device?

No you can not install the windows phone 8 os on a windows phone 7 device.  The devices do not meet the current hardware requirements.  There is a windows phone 7.8 update due in early 2013 which will make windows phone 7 devices have the new tiles sizes. Not sure if there are going to be any other improvements
