Are there instances when you can exceed Sharepoint's document threshold of 30 million? Specifically my question relates to on premise deployments of Sharepoint.  If so, what are the ways around it. I know technically you can load more than 30 million documents into Sharepoint; however, speed would be greatly reduced.

The 30 million limit is on a per-Document Library basis. Your farm can exceed 30 million documents in total. As for server specifications, there is no set specification we can give you as there are a significant number of factors in evaluating performance impacts.

I would also strongly suggest you move to SharePoint 2016 if you're going to handle millions of items, specifically for the Search improvements around large indexes.
