It seems the dialog of People Picker Browser button will pop up only when the "Show InfoPath commands in Ribbon or toolbar" option is enabled, in order to minimize the ribbon effects to the InfoPath form, you can un-check all the commands options to make less buttons displaying in the ribbon of the InfoPath form.
