Hi we already bought our new SharePoint online E3 license and we are now task to create our Company Portal landing page that needs to be responsive for mobile device.

Since it should be a Company portal landing page and should be responsive, i would suggest you to go ahead with Modern experience. Modern Experience is build for Mobile with a vision of Mobile first approach.
But if you still prefer the classic experience and want to make it responsive, there are javascript injection method by which you can make your site responsive
WITHOUT editing the master pages.
Please find the complete powershell script by PnP which make your classic experience of SharePoint fully responsive for all devices in the link below. Its just a one liner effort.
