I have been exploring Approval Workflow built-in in the sharepoint.

For past few weeks, I have not encountered any problem on using this workflow.

Everything worked fine - email task requesting for approval too.

However, I encounter problem which the email requesting for approval is not sent by the system.

The workflow status is "In Progress" - meaning workflow has been started. Normally, at this stage, the email has already been sent out to whoever assigned to. However, it doesn't happen at this time.

Try to create another workflow - problem still persist.
Try to turn off and on email notification alert after 20 mins (Task - List setting - Advanced Setting) - problem still persist.
Try email alert notification for example adding new list/item will send email alert, it works ok. But workflow email notification is not working.

See if mail is being bounced from the server. Make sure all timer jobs are running consistently. Check the logs to see if there are any related errors.
