There is no way using the OOB features to limit the number of minor versions that can be created.  The way the limitations work is that you can limit how many major versions are kept and how many major versions will retain all their minor versions.  The setting you reference above will set the system to retain all minor versions associated with the last 3 major versions no matter how many major versions actually exist.
