I am unable to retrain my ML model as I dont have classic/new 'Deploy Web Service' option.  Due to this I am Not able to create new endpoint and not able to get PATCH url etc. Could you please help me how can I achieve this?

If you click on "Deploy Web Service" menu you should get a retraining web service, since the output is attached to the Train Model module and you will get a newly trained model (ilearner file) each time you call the web service. You can then use that ilearner file to PATCH the predictive experiment and replace the old model with new model.
