There are two methods to add a border around web parts, but both of methods only work in Classic mode.

The web parts on the Modern page are different with web parts on Classic page.

On modern page, we can use the Text web part add paragraphs to your page. Only standard formatting options are allowed in the Text web part. There is no method to add a border around the text. And currently, the web parts on the modern page do not support to enable border.
