However this command is not available for sites which have publishing or community site feature enabled ("Save site as template" option isn't available in SharePoint Online in Office 365 or SharePoint Server 2013). You can try to open this page by direct url http://example.com/_layouts/15/savetmpl.aspx. If it won't work try to use 3rd party tools for export/import like Sharegate.
