So this seems to be a bug, and is easily reproducible.

Install server core and install the MARS agent. It installs ok, but when you click to browse to vault credentials, the system barfs on itself.

I attampted to open a ticket through the azure portal to report this bug, but was told to tweet @azuresupport. I did, and was ghosted.

Based on the Support Matrix available on this article  Core doesn't seem to be supported. So it shouldn't be considered as a bug. Let me know if this helps, I'd be happy to assist.
