If you are referring to ARM templates, the Azure Resource Manager (ARM) templates are JSON files that define the resources you need to deploy for your solution.  You can generate a template from the Azure portal. You can then customize the template based on your requirement and deploy it. Templates are not the same as vhd; a template defines Azure resources including OS in the vhd file format and other associated resources.
