Both HTML and CSS are supporting technologies (or base technologies if you like) of ASP.NET^*1 and CSS again supports HTML. So if your are asking to turn CSS into ASP.NET there is nothing to do. You are free however to use CSS in your ASP.NET templates to keep your styling information neatly separated from your HTML markup.
