Hello all,
In our SharePoint 2013 farms, the web application browser file handling is set to 'strict'. The business has a requirement to be able open .csv files from SharePoint libraries.
Originally, when users clicked on the files in IE 11, they were prompted to "Save / Cancel" only, never to "Open". So I made these changes to allow the files to be opened:
On each WFE, made a backup copy of DOCICON.XML, then edited the file to include:
<Mapping Key="csv" Value="icxltx.png" OpenControl="SharePoint.OpenDocuments"/> (I also tried <Mapping Key="csv" Value="icxltx.png" OpenControl=""/> )
In IIS, changed the MIME Types for .csv files from "application/octet-stream" to "application/vnd.ms-excel"
Ran IISRESET
Users can now open .csv files if they click on the ellipsis button and then click "Open".
When users click directly on the document link, they get a prompt to open as "read only" or "edit". If they select read-only, then the next dialog prompts only to 'Save' or 'Cancel'.
Are there additional steps I need to take to allow the .csv file to open directly from the document link?
(Note: I didn't make any changes to the web application's .AllowedInlineDownloadedMimeTypes; possibly there's a mime type that needs to be included?)

I tried to reproduce this issue. But it failed.
I edited DOCICON.XML file, changed MIME Types and performed an IISRESET. After that, the .csv file can open directly from the SharePoint library without any "Save/Cancel" promoted.
For this issue, please try to add the site to the trusted zone and enable Compatibility View, check if it works.
