We have a SharePoint 2013 site set up for projects each time a project is made a new subside off a template is created with a risks list. Now instead of having to enter each site to look at the risks like associated to each project they would like a master list on the top level.

They still need to be able to view and add (new) their risks on that project to the project subside.

I have tried creating a risk list at the top level and adding into the subsides  using parameters in the URL but as soon as they visit another page on the subside the parameter has gone.

Not wanting to create multiple workflows and add them as this will be messy and have to update both ways.
