Once all the .wsp's are copied to the TO_FARM then have that same PS script loop through the destination directory and deploy to the new farm. If you have remoting setup on the TO_FARM you'll be able to execute PS commands as if you were on the TO_FARM server. If not then you can run a PS script on the TO_FARM that does the same thing.
