Having an issue with the "Users may register their devices with Azure AD" option under Devices>Device Settings being grayed out. This is due to a user being unable to load o365 on her laptop due to this error "We weren't able to register your device and add your account to Windows. Your access to org resources may be limited."

I would suggest you to follow the below steps:
Go to Azure AD Portal and make sure that you have the following Device settings are enabled in Azure active directory as mentioned in the below Screenshot.
A user may Register devices with Azure AD: All
Maximum number of devices per user: Unlimited


Go to the Azure Portal --> Azure Active Directory --> under manage "Devices", which used for registering devices. Then, choose devices and delete that device if it is already being registered. Because it is seen that many of time your devices are registered and listed there in the portal and you keep trying to register that device, so it gives such type of error. So, delete that device and register again. See if this helps.
