I have a 2013 farm with multiple site collections.     I am the Farm admin as well as site collection administrator for all sites.   I am trying to access the site settings and I am getting access denied errors.   I created a new web app/site collection and get  same issue there.  I've tried everything I can think of.   Any suggestions?
