Problem: when I attempt to "Change App Service Plan" on a Web App service, I'm not able to complete the process because none of my already existing App Service Plans are listed. (regardless of region or criteria of concern based on https://docs.microsoft.com/en-us/azure/azure-resource-manager/resource-group-move-resources#app-service-limitations )

I described that I've attempted to use multiple browsers, (InPrivate Mode as well)
here's an image of my deployment (I created the deployment via the browser portal, I was thinking about killing this one and using the CLI to create it. see if that changes anything)

My Process
1. login to portal.azure.com
2. go to app services
3. Create new App service from + Add Button
4. filled out form - I noticed that the prices didn't load correctly the first time so I closed the price window and reopened it and they showed up
5. I attempted to review the Automated Deployment scripts - I noticed that the Parameters tab was completely blank. thought it was a fluke and didn't think of it until now.
6. close the automated deoplement piece and came back and clicked "Create"
7. waited for the status message to tell me it was completed while also going to the Web App Service.
8. once the status message showed I clicked on "Change App Service"
No App services found was display'ed.
it was at that point i was trying different thigns to get a different result.

Make sure that you have multiple app service plan in your resource group in same region and let us know how it goes.
