You can learn how to make such software only by actually making it. Your general questions like the one you asked on this page cannot help much. You need to learn all parts of technology involved and start development.

I would advice to start only when you are very confident in all the techniques you are going to use. To get this confidence, I would advice you grab a good language and .NET manual and do the simple exercises on each chapter. I would also advise to read the whole manual without any omissions, from the very beginning to the very end. If would be the best if the manual or a text book included exercises. In this case, try to solve most of them.
