I thinks visual studio is programmed in visual studio. This is the same as Windows 7 is programmed in a version of Windows itself. VS is mostly written in C++/COM but I think the latest VS2010 has at least parts in WPF.

I heard recently that it''s written in Java, using the Eclipse IDE.
