According to the calculator DC-series VMs should be able in EastUS and West Europe. However, I was forwarded an article by @azure from Petri that said they are private preview in EastUS and public in WestUS.

Can I get some clarification since I would like to deploy these for a customer performance test.

The documentation which you referred is 3 months old. Today, you can actually deploy DC-series in both East US and West Europe.
