Hi Ram,

If you search the Azure Marketplace you will find that there is already a SharePoint solution available that includes the SQL Server component. 

There are two deployment options, with or without HA support. 

Additionally, there is a step-by-step tutorial that walks you through the process: Deploying SharePoint Server 2016 with SQL Server AlwaysOn Availability Groups in Azure

Both examples use SQL Server in a VM. I am not completely sure you can get away with an Azure SQL Database (single instance) but Azure SQL Database Managed Instance is an option as it is full featured just as a SQL Server deployed to a VM. 

You could try a simple test by deploying SharePoint to a VM and connecting it to an Azure SQL Database single instance. I am looking for information pertaining to this functionality and I don't see it at the moment.
