This issue is regarding SharePoint Online.

I recently came across an issue where only one user is missing from User Profile in SharePoint Online, he is not able to login. 

在管理中心，状态显示与AD同步，SharePoint Online许可也分配给他。登录SharePoint错误是：用户名不存在且具有相关ID。

In Admin center, status shows Synced with AD, SharePoint Online License is assigned to him too. While login SharePoint error is: User name does not exists and a correlation ID.

Checked the "Profiles missing from import" property in Online too, his profile is not visible. But while checking in the site permissions, his name popups and doesn't comes in people picker.

Checked On-Prem 2013, user profile is visible there.

Can some please help. Is there any way to forcefully sync only one user profile with Online ?

From your description, you met an issue where only one user is missing from User Profile in SharePoint Online, he is not able to login. 

Where do you create the user? 

Can you resolve the user from people picker?

Try to remove the user from the site collection and re-grant permission for the user.
