I believe you are referring to Azure Cache for Redis.

The Used Memory in Alerts is the total consumed memory from the provisioned Pricing tier.

For instance, a Standard C0 Pricing tier is provisioned with 250 MB of cache and you can set up alerts that fire when the Used memory crosses 200MB.
