is there something new with windows 2019?

otherwise could I use two azure stack systems? one on prem and one central? the central one should be multi tenant, and the one on prom dedicated to the customer

You can find more information about Backup for Azure Stack Here. This allows for existing VMs to be migrated to Azure Stack, but does not allow for other VMs to be migrated to Azure Stack. If you would like us to enable this feature, please leave your feedback Here. 

You might be able to use a 3rd party backup tool to store and restore VMs on an Azure Stack instance, or manually migrate backups to Azure Stack.
