Hi,

To see Test hub, you need give them Basic access level (https://docs.microsoft.com/en-us/vsts/security/change-access-levels) at least. But Basic access also allows you to access the Code, and Build in addition to the Home, Work, and Test hubs.

You may try to deny the Manage Test Plan and Manage Test Suite permission under Area Path for these users, see: https://docs.microsoft.com/en-us/vsts/security/permissions#nbspnbspnbsparea-path-object-level
