I am from a software company. Currently all the test cases(and test suites, test plans) are in the company's TFS 2012 server. We are going to stop the TFS server, so I have to move all test cases to VSTS cloud then we will use VSTS as test management tool.

The TFS/VSTS product team released a high fidelity TFS Database Import Service : TfsMigrator . But it’s for TFS 2017. So, you need to upgrade to TFS 2017 first If possible. Seems it’s not available for you.

For migrating directly, there isn’t the better tool to achieve that, you may try it with TFS integration tools to move work items, after that you need to add them to test suites.
