Based on your description, I know that you have a problem with the installer flashing back when you install Visio 2010. Did you see any prompt or error message?
In addition to Office 365, is there any other Office product on the device? What is it?  

Please open File Explorer, enter %temp% in the address bar to open the folder storing system log file.
According to the installation time, find the installation log with the file name starting with "SetupExe" as shown below.


You can also share the logs you collected with me to help me diagnose this problem. Please send the log file as an attachment to the following mailbox that we use to collect the information: GBSD TN Office Information [e-mail]

You can also try the following suggestions to see if it works.
The reason for the application itself:
• Use the Easy Fix tool to clean up All Office products already installed on your system and settings. Then reinstall Visio 2010.
Note:You should install earlier versions of Office first. For example, install Office 2010 before installing Office 2016 (or Office 2013). This also applies to other products from the Office family, like Visio, Project or Access Runtime as well as Language Packs and Proofing Tools. • Obtain the new installation file to replace the current installation file and install it again.
Get a new installation file from the contact IT administrator, or contact Microsoft and provide the available purchase credentials to obtain the new installation file.
System and external factors:
• Run setup.exe as an administrator to see if it will install successfully.    
• Disable the three-party protection software to eliminate potential conflicts
• Install Visio 2010 under Clean boot to check if the three-party service is blocking or conflicting the installation.
