In Visio 2010 I have a issue since a few weeks. If I create some control buttons with macros, save and reload the coument, they are invisible and not working, but clickable. If I delete them and recreate them by the Undo-function, they are visible again, but if I click on a button, Visio says "unable to insert button". This happen in all documents I create.

Also make sure you have installed latest updates for Visio 2010. Click File > Help, collect the version information under About Microsoft Visio.

In Visio 2010, click File > Options > Trust Center > Trust Center Settings, click Macro Settings, select Enable all macros. Then reopen the Visio drawing, click the control button to run macros.
