if you mean, the Business user Application, you can localize it with xml files.... and if it is not enough you can use the partner SDK...

if you mean the CommerceServer Manager, the other management tools and so on, I never did it, but I think you should reinstall Commerce Server and install the proper setup with the proper language pack....

hope that it helps, but I never worked with localized version of CS.
