technically yes you can call CSOM/PSI to get the all project related data from anywhere, in project workspace there is a property MSPWAPROJUID, which would give you corresponding ProjectUID and based on project GUID you can retrieve/update related information, however this was true for 2010, haven't tried it in 2013, but think should work
