I can't be sure, but my guess is that both of these would be limited by the database you use.  For instance, if you use SQL Server Express, then there's a 10GB limit on database size, while using SQL Server Enterprise limit is 524,272 terabytes.  

I'd imagine number of projects is limited by number of rows the database supports, which SQL Server says is "Limited by available storage"

There are much more likely to be practical limits, however that are much smaller than the theoretical maximums.  Performance will likely degrade after a certain point, until it's effectively unusable.  I think MS puts a practical recommended limit of between 250 and 500 team projects with various process frameworks, for instance, however this guidance is rather old and I don't know what, if any, difference the newest platform has.
