No, you do not need to use Project Server 2013 to use the Team Planner view.  This view is available ONLY in the Professional version of Microsoft Project 2013.  It is NOT available in the Standard version of the software.  In addition to the Team Planner view, the Professional version of Microsoft Project 2013 offers you the Inactivate Task feature, which is a better way to cancel unneeded Baselined tasks than deleting the tasks.  Hope this helps.
