I can't figure out what is causing this error. I think it used to work a couple of months ago, but I can't find any details about which changes in the latest release could have caused this:

AddTargetsToLibrary failed. ApiFaultDetail exception encountered Tracking ID: c023e550-8f74-4662-bcc1-715e0b20ac80 Batch error encountered for array index 0. Message: There are no bids in target. Details: ErrorCode: CampaignServiceNoBidsInTarget Code: 1402 s:Server Invalid client data.

Each Target data object contains a "Bids" element in it. Most of the time this error means the "Bids" element is not set in one of the target objects being added. Please use this link for more information on the Adding Targets and how Bids element is to be setup.
