There is a white light on the splitter block once everything is plugged in, but the sensor itself does not appear to turn on. Nothing shows in device manager, and the SDK samples report that there is no Kinect detected.

On another PC, the same happens, but Windows additionally reports (about once per second) that a USB device was unrecognised and has malfunctioned.
