We recently upgraded our TFS server from TFS2012 -> TFS2015 -> TFS2017 -> TFS2017 Update1 RC1.  After doing this we noticed a large group of users who can no longer delete test plans within MTM (Microsoft Test Manager).  These users used to be able to add and delete test suites in MTM without any issues when we were on TFS2012 and we have not made any changes to their permissions to remove anything.

We have tried to give them permissions to the area level test plans so that they can delete them, but even with this they still aren't able to.  This happens in both MTM (client) and the web browser version.  We think this happened in the upgrade from TFS2012 -> TFS2015 as some permissions were deprecated and even though the release notes made it seem this would not affect users, it seems to have an effect on our users.
