we did an inplace upgrade to TFS2013.  Everything worked fine with the data but now we can't see any of the users or groups in security nor can we add or made any security changes.  When it launches the security screen it's just blank.  Has anyone seen this?

Does other machine have the same issue?

Please try to clear TFS cache and try again.

1. Server cache location: C:\Program Files\Microsoft Team Foundation Server 2013\Application Tier\Web Access\Web
2. Local cache location: C:\Users\[user name]\AppData\Local\Microsoft\Team Foundation\5.0

On the other hand, please use TFS Best Practices Analyzer tool to scan TFS. (Included in TFS Power tool)
